PTA Received 31,266 Complaints Against Telecom Companies During 2012-13

Pakistan Telecommunication Authority received 31,266 complaints 
against telecom operators including cellular operators, PTCL, LLs, LDIs,
 WLL, ISPs and CVAS during 2012-13, compared to 33,310 complaints during
 the previous year, said PTA’s annual report for 2012-13 which is going 
to get public in next few weeks.<br />
PTA claims that almost 98% of consumer complaints – or a total of 
30,912 complaints, were resolved after authority perused them with the 
relative operators.<br />

The number of complaints against CMOs has the highest share (64%) in total complaints followed by PTCL (34%). <br />
With respect to current 128.93 million cellular subscribers, the 
number of complaints against CMOs is a small ratio, compared to 
complaints vs. subscriber base ratio of PTCL. <br />

Interestingly, the number of complaints against CMOs during FY2012-13
 has dropped by 7% compared to FY2011-12, whereas complaints against 
PTCL (the fixed line incumbent operator) have increased by 7% during the
 same period. <br />
PTA said that in collaboration with operators, it has taken 
appropriate actions to reduce the problems faced by cellular mobile 
users. <br />
A deeper analysis of the cellular complaints reveal that out of the 
19,938 complaints received against mobile services and Mobile Number 
Portability (MNP), 43.5% were related to misuse of mobile services 
followed by MNP (20.4%). <br />

Over the last two years, complaints related to mobile number 
portability (MNP) issues have also decreased by 10% of the total 
cellular mobile complaints received by PTA. Although the uptake of 
cellular mobile services has profound benefits for the country, the low 
literacy rate and some mischievous elements trouble the customers with 
wrong calls, obnoxious and unwanted communication. Therefore, this 
category has the highest rate of complaints in the cellular sector. <br />
Illegal practices such as obnoxious, fraudulent calls/SMS constitute 
17.3% of the complaints while billing, QoS, VAS, poor customer issues 
were about illegal practices and others form the rest. Looking at the 
complaints received against each cellular operator, the maximum number 
of complaints (5,139) were against Mobilink since it has the highest 
subscriber base as well, followed by Telenor, Ufone, Warid and CMPak 
with 4,157, 4,478, 3,087 and 2,436 complaints respectively. <br />
The percentage breakup of the total complains by each operator 
received by PTA shows that Mobilink had the highest number of complaints
 at 27% followed by Telnor 23%, Ufone 21%, Warid 16% and CMPak 13%. <br />

 PTCL has virtual monopoly over fixed line sector. Therefore, the 
nature and number of complaints against the company depicts the overall 
state of the local loop sector in Pakistan. </div>
The Authority received 10,811 complaints against PTCL in various 
categories. However, faults/disruption in service constitutes the major 
chunk of the complaints. <br />
The infrastructure of the incumbent needs immediate attention to curb
 this major portion of complaints. Provision of service, QoS, billing 
issues and other complaints make up the rest of the complaints. </div>

Pakistan Telecommunication Authority has decided to reverse the 
imposition of 10 pasias plus tax as call set-up charges by telecom 
operators.<br />

It maybe recalled that Ufone, Mobilink and Telenor had <a href="http://rexhacker.blogspot.com/2013/12/new-year-gift-mobile-companies-to.html" target="_blank">imposed a call-setup charges of 10 paisas plus tax on each call</a> from this week. These call setup charges are applicable on all charged, bundled and free offers for prepaid customers.<br />
PTA, which wasn’t regulating the cellular pricing since 2005, to let 
the market operate freely and openly, has now decided to step in.<br />

PTA said that move is aimed at safeguarding customers’ interests and 
to make sure that industry remains with-in the certain limits. PTA said 
that authority is preparing a notification against the call setup 
charges and cellular operators will be notified about the decision 
accordingly.<br />

Experts say that call setup charges make no sense and they pose as an
 extra charge for a service that is itself charged. They said that 
operators should move to more transparent way of charging customers by 
revising air-time charges instead of imposing meaningless and first of 
its kind charges, i.e. call setup charges.</div>

Pakistanis Exchanged 316 Billion SMS During 2012-13

Pakistani mobile phone users exchanged staggering 315.7 billion text 
messages during July 2012 to June 2013 or 865 million SMS messages a 
day, said a report prepared by Pakistan Telecommunication Authority, 
which is exclusively available with RexHacker now.<br />
Telecom sector has witnessed substantial growth for SMS traffic over 
the years. Thanks to unlimited SMS packages by cellular operators and 
increased adoption of SMS services, the country is now among the top SMS
 trafficked countries in the world.<br />
In year 2012-13, the total SMS traffic grew 13.68% from previous 
year, though the growth rate is lower than corresponding period of 
previous year but the total figure of SMS exchanged is impressive.<br />

SMS ratio per subscriber per month grew notably. On average a single 
mobile phone user sent 214 SMS per month, or 7.13 messages per day, up 
from 131 message per user month average in 2009-10.<br />
This huge number in SMS traffic is likely to grow in Pakistan for 
next couple of years, when finally it is destined to see a decline due 
to increasing trend of SMS-based mobile apps such as WhatsApp and Viber.<br />
Cellular companies are already preparing themselves for the future by offering bundled offers with unlimited WhatsApp usage.</div>

So, what exactly is CryptoLocker and how does it works?<br />

First reported in September 2013, a CryptoLocker is a ransomware 
trojan that expertly targets Windows based PC (including latest version 
of Windows 8), and annihilate stored data beyond the proficiency of any 
data recovery process.<br />

In case if you don’t know, “Ransomware is a kind of malware which 
limits your access to your own computer, or your certain files, and asks
 some sort of ransom to be paid in order to unlock your PC.”<br />

What it really does is that, it securely encrypts the data including 
documents, photos and videos in the victim’s machine using RSA-2048 
security algorithms which is almost un-breakable.<br />

Once the encryption is done, it uncovers itself, demanding the 
infected user to pay the ransom in order to gain their sensitive data 
back. It also forewarns the user to not try to get rid of the

Considering that CryptoLocker employs RSA for data encryption, It 
merits mentioning here that RSA uses public-key cryptography, which 
means that user’s data is encrypted using the single public-key and for 
each unique public-key, there is a private-key; the encrypted data could
 only be recovered when the private-key is provided to the CryptoLocker 
program.<br />

This private-key is only available on the CryptoLocker secret server 
on the Internet which will be provided to the sufferer if he pays the 
demanding amount in a given time frame, if a user fall short to pay the 
requested amount in the defined time, his private-key will be 
exterminated on the server and there will be no way left to restore his 
data again.<br />

While on the other hand, paying the required fee doesn’t guarantee 
that your infected data will be decrypted and restored to you. So 
concisely, if you’re infected by CryptoLocker, you’re totally screwed.<br />

The attacks of CryptoLocker could come from various distinct sources,
 including USB drives, social networks, and spam e-mails etcetera.<br />

In one strategy, it disguises itself as a genuine email attachment 
that asks the user to click on a zip file. It also spreads as an e-mail 
attachment claiming that there had been a problem clearing a cheque, and
 clicking the associated link downloads a Trojan called Gameover Zeus, 
which in turn installs Cryptolocker onto the victim’s PC.<br />

Ever since CryptoLocker surfaces on the Internet, there have been 
diverse incidents where organizations and professionals have become the 
prey, and have paid a ransom to revive their sensitive data.<br />

Dell Secureworks had said that, between 200,000 to 250,000 computers 
had been infected by CryptoLocker so far. It is essentially well-known 
because of it use of robust encryption, a countdown timer and an 
entangled monetization scheme.<br />

Security researchers have been digging hard to break the CryptoLocker
 Trojan, on the side note; one of the most efficient ways to dwindle the
 influence of CryptoLocker is to abstain from reading emails from an 
unfamiliar sender, or by creating routinely backups of your personal and
 sensitive data.<br />

Bitcoin is all the craze in the world right now. What is it, why has 
it gone on to become so popular in the last month alone and why should

Bitcoin, as you might’ve known, is the digital currency (or 
cryptocurrency) for the 21st century. It’s nothing physical, you can’t 
see it, you can’t touch it but it’s there.<br />

But before you start, keep in mind that Bitcoin is a complex product.
 The concepts of cryptocurrencies in general are deep and abstract, and 
understanding how and why Bitcoin works requires a fair degree of 
technological knowledge. If I may speak frankly, Bitcoin is not 
everyone’s subject.<br />

To put the idea in simpler words, Bitcoin is an alternative (digital)
 currency that can be paid for goods and services much like conventional
 currencies. You can transfer Bitcoins to other users and vice versa to 
maintain your financial account.<br />

It was started in early 2009 by an unknown person under the name of 
Satoshi Nakamoto. No one knows for sure who this person might be or 
whether there is a whole group of people operating under this name.<br />

In around-2010, he transferred all the Bitcoin-related property to 
Princeton University graduate, Gavin Andresen. Interestingly, Andresen 
has himself communicated with Nakamoto only via emails or web forums. 
Still, the amount of Bitcoins owned by Nakamoto are estimated to be 
around a million so he’s a billionaire in dollars regardless of his 
identity.<br />

The currency isn’t dependent on a bank or any other source. Its value
 depends on the amount of interest and support it garners, as simple as 
that.<br />

<h4>
<span style="font-weight: bold;">Some Facts</span></h4>
Bitcoin is divided into units, just like any other currency in the world. The smallest unit is just 0.00000001th of a Bitcoin.<br />

Only 21 million Bitcoins will ever be created to avoid inflation. 
Around 12 million Bitcoins are already in existence today, with their 
publishing rate of 25 Bitcoins per 10 minutes slowing down until that 
golden 21 million figure is reached, which will happen around 2140.<br />

Around $30,000 value worth Bitcoins are spent everyday worldwide. The
 currency has a total market capitalization of more than $8 billion.<br />

Its value has jumped by 300,000 times since they came into existence,
 making the people who brought them in their infancy very rich. In fact,
 some guy from Florida brought 2 pizzas for 10,000 Bitcoins back in 
2010.<br />

<span style="font-weight: bold;">How to Get Started with Bitcoin?</span></h4>
To start buying or selling bitcoins, the first thing you need to do 
as a new user is install a digital wallet on your computer or mobile 
device. The wallet is a free software and is quite similar to a personal
 finance software.<br />

The wallet maintains your balance on your device and encrypts that 
info. There are two keys given with any wallet: A private key and a 
public one. The private key is to be kept secret at all costs whereas a 
public key is like an address through which you carry out your 
transactions.<br />

This software is available on mobile, on a PC and as a web interface.
 Protecting it is necessary as once you lose it, your fortune is gone 
and will never come back which is why getting it installed on PC is the 
safest bet.<br />

<h4>
<span style="font-weight: bold;">Buying a Bitcoin</span></h4>
The value of each Bitcoin is worth around $650 and while that figure 
is on the rise, it is extremely volatile. “But how can I earn?”, you are
 asking by now. Here are a few ways.<br />
For one, there is the simple exchange from real-life money to 
Bitcoin. The rate fluctuates a lot but since Bitcoin’s value is mostly 
going up right now, this isn’t a very bad bet at all at virtually any 
cost. However, not all currencies are exchangeable to Bitcoin.<br />

Online exchanges which work in Pakistan are Mt. Gox, VirWox and 24change.<br />

If you can find a person who is willing, then you can also trade real-life money to Bitcoins. Websites such as <a href="http://www.bitcoinlocator.com/" target="_blank">www.bitcoinlocator.com</a> are especially helpful.<br />

Bitcoins can also be brought as a physical currency which comes in 
the shape of coins. These coins contain a piece of paper inside them 
containing a private key. This is a rather expensive way of getting 
Bitcoins so it certainly isn’t recommendable unless you want to “touch” 
the currency.<br />

Finally, there is mining, which is easily the hardest way to getting a
 Bitcoin. This is also the only way through which a Bitcoin comes into 
existence (at a rate of 25 bitcoins every 10 minutes as I’ve said 
before, this rate halves every four years).<br />

Miners use dedicated rigs with ASIC’s in “pools” along with other 
miners to solve complicated encryption functions. These are machines 
which are build just for the purpose and if you try to do that from a 
normal PC, you’re mad.<br />

This encrypted function gets more and more difficult to solve as time
 goes on, making the entire process slower and hence the amount of 
Bitcoins minted.<br />

Note: If you didn’t understand above 3 lines then trust me its not your fault. Its because mining Bitcoins is not for you.<br />

<h4>
<span style="font-weight: bold;">Transactions and Usage</span></h4>
Bitcoin transactions generally take around 10 minutes to happen, 
after first confirmed in the block chain of the network. This makes sure
 that Bitcoins aren’t spent more than once but also means the usage is 
slow, an area through which its competitors are capitalizing. (In a few 
cases, this can also take up to an hour.)<br />

Transaction fees usually depend on the amount of data which is sent 
out during transactions. They’re usually as low as to be negligible but 
if you’re sending a large number of tiny amounts worth Bitcoins, they’ll
 be more.<br />

Bitcoin’s usage is increasing rapidly. In countries like Canada, you 
might even spot a Bitcoin ATM. Virgin Galactic now accepts Bitcoins for 
an outing to space while in the US, a guy recently spent a measly 91.4 
Bitcoins to buy a $100,000 Tesla Model S electric car. Now that’s a 
high-tech way to buy a high-tech ride.<br />

In our country, they’re virtually useless right now but investing in 
them doesn’t seem too bad an idea. They are on the way up, that’s for 
sure but still, investing your entire fortune into it isn’t something we
 would recommend right now.<br />

<h4>
<span style="font-weight: bold;">Advantages</span></h4>
<ul>
<li>Payments made easy: Bitcoin allows you to pay with a simple two step
 scan-and-pay. No need to sign up, swipe your card, type a PIN, or sign 
anything. All you need to receive Bitcoin payments is to display the QR 
code in your Bitcoin wallet app and let your friend scan your mobile, or
 touch the two phones together (using NFC radio technology).</li>
<li>Security and control over your money: Bitcoin transactions are 
secured by military grade cryptography. Nobody can charge you money or 
make a payment on your behalf.</li>
<li>Zero or low fees: Bitcoin allows you to send and receive payments at
 very low cost. Except for special cases like very small payments, there
 is no enforced fee.</li>
<li>Protect your identity: With Bitcoin, there is no credit card number 
that some malicious actor can collect in order to impersonate you. In 
fact, it is even possible to send a payment without revealing your 
identity, almost just like with physical money.</li>
</ul>
<h4>
<span style="font-weight: bold;">Disadvantages:</span></h4>
<ul>
<li>The price of a Bitcoin is volatile, making it difficult to assess 
its real value and increasing the risk of losses for investors.</li>
<li>The relative anonymity of Bitcoin may encourage its use for illegal 
and illicit activities such as tax evasion, weapons procurement, 
gambling and circumvention of currency controls.</li>
<li>The fact that bitcoins exist primarily in digital form renders them vulnerable to loss.</li>
</ul>

<span style="font-weight: bold;">Other Cryptocurrencies</span></h4>
In case you think that you missed the oppurtunity to invest in 
Bitcoins when they were cheap, then things haven’t quite winded up just 
yet.<br />

There are a number of such currencies including Litecoin (market 
capitalization of $421 million, value $17), Ripple, Peercoin, Dogecoin 
and Nextcoin. They’re all cheap and virtually useless right now so 
investing in them might seem stupid but then again, Bitcoin was once in 
the same phase.<br />

<h4>
<span style="font-weight: bold;">The Future</span></h4>
Given its volatile nature, no one can say for sure whether this 
recent trend of (mostly) rocketing value will continue in the future but
 people should certainly take notice.<br />

Whether you want to be a part of the boom is up to you but we really 
hope it will not prove a bubble in the end. Placing your bet on 
something which loses half of its value overnight is a risky affair.</div>

After this new charging mechanism, each and every call on any package
 – including the voice bundles – will be charged extra with 10 paisas 
plus tax as call setup charges.<br />

For example, if you have subscribed to voice bundle from Telenor that
 allows 300 minutes with validation of three days then each call made 
under this offer will be charged at 10 paisas plus tax per call.<br />

Please note that call setup charges will be charged on per call basis (instead of per minute basis).<br />

Zong and Warid are likely to impose similar charges as well.<br />

All operators imposing same amount of call setup charges on each call
 hints that telecom operators are cartelizing to mint money from overly 
burdened telecom subscribers.  Pakistan Telecommunication Authority, as 
always, is likely to remain silent.</div>

Competition Commission of Pakistan has finally issued show-cause notices to all five cellular operators against additional service charges they had imposed back in 2011.<br />
It maybe recalled that all five operators had imposed service charges
 on all reloads in July 2011, and ranged from 1.0 to 1.5 percent on 
recharge of balance for prepaid connections under various titles such as
 operational charge, maintenance fee, administrative fee etc.<br />
Later on, the percentage of these additional charges was revised and 
increased by the operators in 2012, and again in 2013 ranging from 3% to
 5%.<br />
CCP found that these additional charges do not relate to any service offered to the consumers.<br />
CCP, in this regards, asked telecom operators for the information. 
Based on the replies from operators, CCP presented all its findings and 
replies from operators in a fact finding report.<br />

CCP maintained that all these additional charges may constitute 
hidden costs of acquiring cellular telecommunication telephony and data 
services, giving the impression that the prices of such services are 
lower than they actually are in reality, thereby constituting a 
deceptive marketing practice in violation of Section 10 of the 
Competition Act, 2010.<br />

Hence all five operators were ultimately issued a show-cause notice yesterday to explain their position on additional charges.<br />
Analysts believe that CCP should have considered the cartelization of
 telecom operators as they collectively imposed almost equal service 
charges – against no service – during 2011. These charges were again 
revised and increased in 2012 and 2013 in a set pattern, hinting that 
all operators have joined hands in imposing extra charges under 
different names.<br />
Analysts said that CCP will have to set its direction right to get the telecom customers some relief.<br />
Industry experts said that CCP has simply forgotten that all telecom 
companies are deducting 5 percent service charges on all reloads since 
2008. These 5 percent service charges were first imposed by Telenor<span style="line-height: 1.5em;"> in September 2008, while </span>other operators simply followed<span style="line-height: 1.5em;"> and imposed similar charges later on.</span><br />
CCP probably forgot that cellular companies are charging 8-10 percent
 – and not 3 to 5 percent – of additional charges without offering any 
services.<br />
Just to add, following is the breakdown of charges/taxes a telecom customer pay on telecom services:<br />
<ul>
<li>WHT: 15 percent</li>
<li>GST: 19.5 percent</li>
<li>Additional Charges (imposed in 2008): 5 percent</li>
<li>Additional fee (imposed in 2011, 2012,2012): 3-5 percent</li>
</ul>
Total charges: 15+19.5+5+3-5 = 42.5-44.5 percent.<br />
That is, almost half of the airtime is consumed for paying additional charges and taxes.<br />
Moreover, CCP should also study the similar and equivalent charges 
that were imposed on helpline calls. Its a long way to go CCP!</div>

Ufone volunteers distributed 200 boxes before the Christmas to those 
families who visit the church to help them start their holidays in a

received an email from Pakistan Telecommunication Authority instructing 
them to remain prepared for the service closure.<br />

 cities last month during Ashura, for which they lost around Rs. 1.8 
billion.<br />
During the same service closure customers had incurred an estimated 
airtime loss of Rs. 100 million under the head of line-rent, SMS, voice 
and internet bundles that they had purchased in advance but couldn’t 
utilize the services due to network closure.</div>

Embedded and Devices. The first one will be getting the most attention 
from BlackBerry while Devices department will be handled in a more

And despite that phenomenal loss, the CEO John S. Chen thinks that 
things will get fine by 2016. According to its plan, profits and losses 
should get even by 2015, with profits turning in later. We’ll have to

Mobilink has introduced Mobilink Voiler, a voice based social media 
service that will allow subscribers to connect and communicate with 
friends and family over a virtual voice space.<br />

Voiler works on a similar platform as Twitter where users may create a
 followership of their own or follow others including the top 
celebrities of Pakistan, but with Mobilink Voiler its all voice instead 
of text as in Twitter.<br />

Mobilink Voiler users can use their unique identities (ID) on the 
service to be identified in the virtual voice space. The IDs may be 
shared with friends and family over SMS to make it easy to connect. 
Users can also follow their favourite celebrities, leave voice messages 
for them and listen to their voice message over the IVR.<br />

Facebook has announced that in order to continue forward its fight 
for profits, it will be adding auto-playing video ads in the users’ 
newsfeeds from now onwards.<br />
The feature has been under the spotlight for quite a time now since 
it has already been tested a number of times over the past few months, 
on a limited scale though.<br />
Rather than having to click or tap to play, videos will begin to play
 as they appear onscreen – without sound – similar to how they behave 
when shared by friends or verified Pages. If you don’t want to watch the
 video, you can simply scroll or swipe past it.<br />

Even though this feature is new and has only just seen an addition, 
Facebook is anything but unfamiliar with it as they’ve already added 
Video Ads on Instagram, the photo-sharing social-network it recently

Auto-playing ads are Facebook’s yet another attempt against 
television advertising. According to estimates, they will bring in as

Sometimes, it is not necessary to be a major name to produce a 
revolutionary product. Vivo, a rather unknown manufacturer (from China)

That stands for “Quarter HD”, despite the fact that it is written and

resolution of 1440 x 2560 resolution leads to a mind-boggling 
pixel-density of 490 ppi. With a 6 inch display on-board, you know 
you’ll have the resources to make full use of the sensational 
resolution.<br />

And it’s not only the video, the audio is a massive part of the 
equation too. You get a OPA2604 amp made by Texas Instruments, ES9018 
DAC and DTS Headphones, which allow 11.1 surround sound effect.<br />

Other big specs of the phone include a 2.3Ghz quad-core processor 
with Adreno 330 GPU, 3 GB worth RAM, 32 GB and LTE connectivity. Battery
 capacity is set at 3200 mAh.<br />

really has dedicated its resources to making its phone future proof.<br />

The Xplay 3S isn’t a phone which we’re expecting to see with our very
 eyes one day, but what it will do is that it will popularize the tech 
inside it, rather than making itself available to everyone. Don’t get 
surprised if the next Samsung flagship comes with a display of the same 
resolution.<br />

Apple’s latest, redesigned top-of-the-rank Macintosh is finally released and it is absolutely stunning. Visually to begin with.<br />

Instead of a giant, monster desktop PC that it used to be, the new 
Mac Pro is nimble, delicate and exquisite. It’s almost as portable as a 
tube-shaped crisp jar. One might think that Apple has “overdesigned” the
 product, the exact reason given for the failure of Mac Cube but only 
time will tell about that.<br />

On the inside its even more phenomenal. It comes with only one fan 
inside, making just 12dB of noise and has lost its optical drive.<br />

The base model comes with a 3.7Ghz quad-core Intel Xeon processor, 12
 GB of RAM, Dual AMD FirePro D300 GPUs with 2 GB video memory each and a
 256 GB SSD. Even this supposedly-entry level version can edit 4K videos
 without breaking a sweat.<br />

The RAM can be increased to 64 GB, while the storage capacity to 1 
TB. The most high-end configuration comes with a 6-core Intel Xeon 
processor clocked at 3.5Ghz, Dual AMD FirePro D500 GPUs (3 GB video 
memory each), 16 GB RAM and 256 GB PCI-e based SSD.<br />

Your connectivity options include Bluetooth 4.0, Wi-Fi 802.11ac, 2 
gigabit Ethernet ports, 4 USB 3.0 ports, 6 Thunderbolt 2 ports, HDMI and
 audio jack.<br />

Price? $2999 for the base model. Or $3999, for the higher-end model. 
According to its maker, the Mac Pro give you at least 10 years worth 
usage. With internals like this (except for the storage maybe), they 
might not be much wrong either.<br />
