While trashing the official directive from PTA, Mobile phone companies are still charging a <a href="http://rexhacker.blogspot.com/2013/12/new-year-gift-mobile-companies-to.html" target="_blank">call setup charges of 12 paisas</a>
 (including taxes) on each outgoing call even after Pakistan 
Telecommunication Authority directed them to immediately withdraw the 
charges.<br />

Mobile phone consumers confirmed RexHacker that a call setup 
charge of 12 paisas is deducted for each paid, bundled or free call.<br />

Pakistan Telecommunication Authority, almost a week ago, had <a href="http://rexhacker.blogspot.com/2014/01/pta-directs-telcos-to-withdraw-call.html" target="_blank">directed Mobile phone companies to withdraw this call-setup charge</a> by saying that this charge is against the Consumers protection regulation.<br />

However, mobile phone operators have put a deaf ear to the directive 
and instead told PTA that they won’t be able to take-back the charges 
that have increased users’ spend by over 8 percent in total.<br />

PTA, in response to such a feedback, has called a industry meeting (with-in this week) to discuss the matter.<br />

PTA believes that, as a regulator, it had done its job by asking 
cellular companies to withdraw the call-setup charges to safeguard the 
customers. However, the PTA said, it also has to listen to mobile phone 
companies and their reservations to safeguard the industry.<br />

While we haven’t sensed that PTA is influenced by cellular operators,
 it is highly likely that call setup charges will continue to haunt the 
customers’ pockets.<br />

Just to add, Competition Commission of Pakistan is another authority 
that can protect telecom users from this ruthless charge, however, the 
issue can easily get buried like helpline charges and services charges 
that were never considered by CCP despite a clear incident of 
cartelization by cellular companies.</div>

A bit late at following this trend, Sony has finally launched the minuscule version of its <a href="http://rexhacker.blogspot.com/2013/09/sony-outs-its-xperia-z1-brings-2-new.html" target="_blank">Z1 flagship</a>, the Z1 Compact.<br />

As you would expect from a “genuine” smaller flagship model, the Z1 
Compact has a lot in common with its older sibling. Specs start with a 
4.3″ 720p HD Triluminous display with 341 ppi and Corning Gorilla Glass 
protection. It also boasts an IP58 rating from its maker, which means it
 is dust-resistant and can take a dive in water (up to 1m) and remain 
there for 30 minutes.

Hardware is packing a punch as well. You get a quad-core Qualcomm
 SnapDragon 800 processor clocked at 2.2Ghz, 2 GB RAM, Adreno 330 GPU 
and 16 GB worth expandable storage. Towards the back, the same 20.7 
megapixel camera with Flash can be found, which is also capable of doing
 1080p Full HD videos.

A 2 mp HD camera can be found on the front. Connectivity options 
include NFC, USB-OTG, microUSB 2.0, 802.11ac Wi-Fi, Bluetooth 4.0 and 4G
 LTE. A 2300 mAh battery powers the device up. The phone runs on Android
 4.3 Jelly Bean.

The Ministry of Information Technology, on directions of Anusha 
Rehman, Minister of State for IT, has ordered to refer the internal 
audit reports showing gross financial, administrative and procedural 
irregularities of thirteen PSDP IT Projects, executed by Pakistan 
Computer Bureau (PCB) and Electronic Government Directorates (EGD), to 
NAB, we have confirmed.<br />

Most of the projects started during the period in between 2004-2006 
with a deadline for completion of projects of of 2-3 years. However, 
despite a lapse of more than 7 years, the projects desired deliverables 
were not achieved with in the defined timelines.<br />
Ministry of IT has revealed that It has become a yearly trend of 
PCB/EGD to seek extension of these projects on one pretext or other.<br />

The projects include<br />

<li>M/o Information Technology – Health NET Telemedicine Project for Rural/Remote Areas in Punjab (Holy Family Hospital Rawalpindi)</li>
<li>HMIS and Networking facilities at Children Hospital, PIMS, Islamabad</li>
<li>E-Enablement of Establishment Division</li>
<li>Federal Government Data Centre and Intranet</li>
<li>E-Services at Chief/Deputy Commissioner’s Office</li>
<li>E-Services of Islamabad Police</li>
<li>E-Office at MoIT</li>
<li>E-Office Replication at Federal Ministries/Divisions</li>
<li>E-Services at FIA</li>
<li>E-Services at Ministry of Health</li>
<li>E-Services at Ministry of Interior</li>
<li>E-Services at Ministry of Population</li>
</ul>
The Minister way back in September, 2013 ordered to conduct a Special
 Audit of all the projects of MoIT attached departments/entities to 
ensure the transparency, efficiency in their business processes and 
in-time delivery of the project deliverables.<br />

The reports of special audit to be conducted by AGP are still awaited.</div>

Warid today announced its new ‘SMS based Blocking/Restoration’ 
Service which will enable its users to block or restore their services 
using simple SMS commands which are absolutely free of cost.<br />

There are three options including; Blocking the number on voluntary 
basis, restoring the number blocked on voluntary basis and blocking the 
number in-case of stolen through SMS command from any other number.<br />

Voluntary blocking of services by a customer stops all the services 
including daily/monthly rentals. A customer can keep its number 
voluntarily blocked for a maximum period of three months.  Using simple 
SMS commands a number can be easily blocked or restored. In-case of 
stolen, number can be blocked from any other Warid number using simple 
SMS command. The secret t-pin makes the whole process completely 
secure.  <br />

Shophive.com, one of country’s leading ecommerce website, was hacked and defaced earlier today.<br />

A message pasted on website reveals that PakCyber Army, Madleets , 
The Hackers Army , Pak Haxor Crew was involved in the hacking.<br />

While there has been no apparent reason for the hacking, it is still 
unclear that how deep the hackers were able to penetrate into the 
website.<br />

We are also unclear about the magnitude of damage to website and user data has been done.<br />
Mostly these hackings are done for fun and without any financial 
gains. However, such incidents do impact the webmasters and website 
owners by a great deal.<br />

Its about time that our local hackers stop these meaningless defacements and move on to more constructive work.<br />

In a new development that can be regarded as a confirmation that 3G 
is finally and surely coming to Pakistan, mobile phone operators will 
get a trial 3G license for test purposes – starting later this month – 
before the actual auction of the 3G licenses in the country, we have 
confirmed with Pakistan Telecommunication Authority.<br />

This trial 3G license will be granted to all five mobile operators, 
who can hard-test their services to improve their preparedness before 
its complete adoption.<br />
Speaking with “<a href="http://www.thenews.com.pk/Todays-News-3-224271-Mobile-operators-to-be-permitted-3G-free-trial" target="_blank">The News</a>”,
 Dr. Ismail Shah, Chairman of PTA, confirmed that mobile phone operators
 will be provided with limited permission by the Frequency Allocation 
Board (FAB) with an aim that telcos can identify their technical 
challenges before rolling out the new services to masses.<br />

After getting the trial 3G license, cellular operators will be able 
to offer 3G services to select employees and probably the customers too 
for test purposes. However, they won’t be able to commercialize the 
service.<br />

Pakistan Telecommunication Authority is aiming to auction three 3G licenses in March 2014.</div>
