Telecom Revenues Reach Rs. 446 Billion During 2012-13

Revenues generated by Telecom operators in Pakistan in a single 
fiscal year reached all time high at Rs. 445.7 billion during 2012-13, 
said Pakistan Telecommunication Authority’s annual report on telecom 
industry.<br />

Report said that revenues of telecom operators grew by 8.9 percent 
during 2012-13 and reached Rs. 445.7 billion, up from Rs. 409.2 billion 
during same duration previous year.<br />

Report said that increasing revenues from the telecom sector indicate
 the strength and size of the market despite the economic difficulties 
and tough competition, especially in the cellular sector.<br />

Moreover, revenues of LDI operators grew by over 200 percent, all thanks to ICH.<br />

Not to mention, telecom operators are now exploring new avenues to 
earn from, reducing dependence on the voice channels alone. It is 
expected that influx of 3G technology into the telecom market will 
further boost the revenues of the sector.<br />

<span style="font-weight: bold;">Telecom Contribution to National Exchequer </span></h4>
Telecom sector is one of the highest contributors to the National 
Exchequer, putting Rs. 119 billion per year in the National Kitty on 
average for the last five years.<br />

Despite growing cellular subscribers, increased traffic and higher 
taxes, the fiscal year 2012-13 saw lesser contribution to the National 
Exchequer from telecom sector i.e. Rs. 124 billion as compared to Rs. 
133.41 billion deposited by telecom sector in FY2011-13.<br />

General Sales Tax (GST) forms the major part of the contribution with Rs. 57.78 billion collected by FBR from telecom sector.<br />

A huge sum of Rs. 53.52 billion has been paid by the telecom 
operators under various heads such as duties, withholding tax, fees etc.<br />

PTA has also received Rs. 6.8 billion from the operators under 
various regulatory heads and deposited into the National Exchequer till 
March, 2013 while Rs. 7.52 billion was collected under the Activation 
Tax head.<br />

<span style="font-weight: bold;">Telecom Investment </span></h4>
With 188 million population and 128.93 million cellular mobile 
subscribers, Pakistan’s telecom sector provides enormous opportunities 
for foreign and local investors.<br />

International telecom companies have significant presence in 
Pakistan. These companies are successfully doing business in all over 
the country.<br />
Telecom sector of Pakistan has attracted substantial foreign 
investment after the deregulation. During FY 2005-06 to FY 2011-12, 
telecom sector attracted over US$ 12 billion of investments including 
US$ 6 billion FDI.<br />

However, during recent couple of years, as telecom companies have 
already established most of their networks, companies have reduced their
 investments.<br />

During FY2012-13, a total of US$ 472 million investment has been 
reported in the telecom sector, showing 96 percent growth over the 
investment of US$ 240.3 million in the year before.<br />

This increase in investment is mainly contributed by the cellular mobile segment followed by FLL and WLL segments.<br />

Recently, cellular mobile companies have also increased investments 
in their networks in anticipation of up-coming 3G/4G services in the 
country.<br />

Despite the excellent growth in overall investment, Foreign Direct 
Investment (FDI) still remained on the negative side of the scale due to
 more capital outflows by companies than inflows.<br />

The negative FDI of US $408 million during the FY 2012-13 can 
possibly be turned around by conducting further spectrum auctions such 
as 3G auction to introduce new technology in the country and resultantly
 bringing substantial foreign investment into the country.<br />

<span style="font-weight: bold;">Telecom Imports </span></h4>
During the FY2012-13, import of telecom equipment and 
telephone/cellular handsets reached US$ 918.4 million, declining 
slightly from the figure of US$ 954.05 million during FY2011-12.<br />

The import of mobile handsets increased to US $467.1 million from US $465.3 million at the end of previous fiscal year.<br />

The rise in the demand for smart phones in the country has substantially increased the overall import bill of handsets.<br />

Government of Pakistan, earlier this year, imposed the duty of Rs. 1,000 per handset
 on the import of smart phones. This may not be helpful in reducing the 
demand for handsets; however, it may encourage smuggling and 
sub-standard Chinese handsets in the market.<br />

In order to curtail the burden on import bill, Government should 
encourage the private sector and multinationals for local 
manufacturing/assembly of handsets and telecom equipment.<br />

In a new report by analytics firm, Distimo, it has been proven that

98% of revenue that Google makes from the Play Store comes as a result 
of in-app purchases from these free apps.<br />

Piracy has always been a huge issue on Android and while this method 
is a pain to live with, it has also proven to be a great way of 
combating privacy. As you would expect, the remaining 2% money comes in 
from paid apps and in-app purchases on these paid apps.<br />
Google also makes about $12 million a day from the store, up from a 
paltry $3.5 million a year ago but behind Apple’s figure of $18 million a
 day. Also up, from 30% to 37%, is the percentage of worldwide app 
expenditure.<br />

A huge amount of money was made via developing markets. A particular 
case was that of South Korea from where earnings increased by a stunning
 759%.<br />

So there you have it, the future that is. While we know for sure that
 you loathe freemium apps like Real Racing 3, Angry Birds Go! and Candy 
Crush Saga, they are certainly the way forward. Or at least until 
governments worldwide take a strict action against them.</div>

This call setup charges are imposed on every prepaid outgoing calls for all packages, voice bundles, LBC offers or free bundles.<br />

PTA, on the other hands, has said that <a href="http://rexhacker.blogspot.com/2013/12/pta-to-block-10-paisas-call-setup.html" target="_blank">it will go on to block any such call-setup charges</a>.
 PTA, in a communication with RexHacker, had said that it is figuring
 out a way to block call-setup charges imposed by cellular operators.<br />

Mobile phone subscribers are greatly disturbed about call setup charges. They term the move by cellular companies as brutal.<br />

All five cellular operators imposing call setup charges, first of its
 kind in any regional and global market, is being termed as 
cartelization of industry, where all operators have joined hands to 
impose a meaningless charge on calls in parallel.</div>

PTA Received 31,266 Complaints Against Telecom Companies During 2012-13

Pakistan Telecommunication Authority received 31,266 complaints 
against telecom operators including cellular operators, PTCL, LLs, LDIs,
 WLL, ISPs and CVAS during 2012-13, compared to 33,310 complaints during
 the previous year, said PTA’s annual report for 2012-13 which is going 
to get public in next few weeks.<br />
PTA claims that almost 98% of consumer complaints – or a total of 
30,912 complaints, were resolved after authority perused them with the 
relative operators.<br />

The number of complaints against CMOs has the highest share (64%) in total complaints followed by PTCL (34%). <br />
With respect to current 128.93 million cellular subscribers, the 
number of complaints against CMOs is a small ratio, compared to 
complaints vs. subscriber base ratio of PTCL. <br />

Interestingly, the number of complaints against CMOs during FY2012-13
 has dropped by 7% compared to FY2011-12, whereas complaints against 
PTCL (the fixed line incumbent operator) have increased by 7% during the
 same period. <br />
PTA said that in collaboration with operators, it has taken 
appropriate actions to reduce the problems faced by cellular mobile 
users. <br />
A deeper analysis of the cellular complaints reveal that out of the 
19,938 complaints received against mobile services and Mobile Number 
Portability (MNP), 43.5% were related to misuse of mobile services 
followed by MNP (20.4%). <br />

Over the last two years, complaints related to mobile number 
portability (MNP) issues have also decreased by 10% of the total 
cellular mobile complaints received by PTA. Although the uptake of 
cellular mobile services has profound benefits for the country, the low 
literacy rate and some mischievous elements trouble the customers with 
wrong calls, obnoxious and unwanted communication. Therefore, this 
category has the highest rate of complaints in the cellular sector. <br />
Illegal practices such as obnoxious, fraudulent calls/SMS constitute 
17.3% of the complaints while billing, QoS, VAS, poor customer issues 
were about illegal practices and others form the rest. Looking at the 
complaints received against each cellular operator, the maximum number 
of complaints (5,139) were against Mobilink since it has the highest 
subscriber base as well, followed by Telenor, Ufone, Warid and CMPak 
with 4,157, 4,478, 3,087 and 2,436 complaints respectively. <br />
The percentage breakup of the total complains by each operator 
received by PTA shows that Mobilink had the highest number of complaints
 at 27% followed by Telnor 23%, Ufone 21%, Warid 16% and CMPak 13%. <br />

 PTCL has virtual monopoly over fixed line sector. Therefore, the 
nature and number of complaints against the company depicts the overall 
state of the local loop sector in Pakistan. </div>
The Authority received 10,811 complaints against PTCL in various 
categories. However, faults/disruption in service constitutes the major 
chunk of the complaints. <br />
The infrastructure of the incumbent needs immediate attention to curb
 this major portion of complaints. Provision of service, QoS, billing 
issues and other complaints make up the rest of the complaints. </div>
