Pakistan’s telecommunication industry, for the past 10 or so years, 
has been highly instrumental in not only generating handsome revenue for
 the government but is also providing relief to the masses by enabling 
them with advanced telecom services and offering job opportunities to 
hundreds of thousands of individuals.<br />

The industry that has suffered badly from the <a href="https://www.google.com/url?q=http://propakistani.pk/2013/05/09/cellular-services-are-likely-to-remain-suspended-in-pakistan-on-may-11th/&sa=U&ei=_xWgUtXENs3bsgb0ooGACA&ved=0CA4QFjAE&client=internal-uds-cse&usg=AFQjCNHw5zUgp_0CK8sXchdO0J2qJTD_4w" target="_blank">law and order situation</a>, security issue, lack of interest of foreign investment,
 is undergoing its worst era since the Telecommunication Ordinance, 1994
 which lead to the establishment of “The Pakistan Telecommunication 
Authority (PTA)”, “Frequency Allocation Board (FAB) and “National 
Telecommunication Corporation (NTC)”.<br />

The purpose of the first two i.e. PTA and FAB were to <strong>maintain fair competition and regulate the telecom industry</strong> and telecom services.<br />

As if law and order situation and the country’s uncertain state of affairs were not enough, the other culprit of this recession in Pakistan’s telecommunication industry
 is PTA, which failed to meet its founding purpose i.e. “to maintain 
fair competition and regulate the telecom industry and telecom 
services”.<br />

In the broad-band internet sector PTA has totally failed to maintain 
any kind of fair competition. “Pakistan Telecommunication Company 
Limited” (PTCL) has clear monopoly; the landline giant backed with a 
huge infrastructure all over the nation has lowered its rates to an 
extent that there is no question of competition. Almost all of the 
remaining broad band service providers are suffering due to the 
situation. Most of these broadband operators have exited, other are planning mergers while the remaining ones are without any investment plans, leading to downsizing and uncertainty amongst their ranks.<br />

So, a big industry has succumbed to monopoly of PTCL and lack of 
regulation by PTA that allowed this without any notice (read 
incompetence). It appears like the term Significant Market Player (SMP) 
is entirely forgotten.<br />

Apart from the above, frequent suspension of mobile services, huge amount of taxes, and blocking of online content
 are some of the issues that are hurting the industry badly in terms of 
revenue, chasing away the investors and hence the repercussions; 
recession in an industry that proved its potential in the past and 
continues to promise much more.<br />

PTA has failed to perform its role, and has failed to understand the business needs of its license holders.<br />

In the current economic situation it is essential for PTA to 
re-evaluate its policies to regain the investor’s confidence, and in 
order to do so they will have to think by putting itself in investors’ 
shoes.<br />

Providing a level playing field where everyone should have equal 
opportunities. Monopoly needs to be broken by setting reasonable tariff 
brackets. Also, before forcing any policy PTA needs to ensure it’s 
financial and business repercussions on the licensees. Its only the last
 chance the authority has got, or things will worsen to a point of no 
return.<br />

While we appreciate the planned auction of 3G and the way PTA has 
carried forward things so far, there is a lot more to be done. Telecom 
and broadband policies expired a long ago, so is the IT Policy, issue of
 MVNO is long pending, quality of service surveys were last conducted in
 2010. And what now? There is a plethora of work to be done and time is 
only ticking.<br />

Proper regulation – even now – and healthy competition can attract 
foreign investment and can make this sector an important contributor to 
the economy of the country again.<br />

An intelligent and business friendly regulator is essential to revive the lost glory of the industry.</div>

Google is quite experienced when it comes to introducing quirky, new 
and unconventional ideas but this time they might’ve outdone themselves.
 Earlier this year, Andy Rubin, the person behind Android quit his job in favour of a “moonshot”.<br />

As it turns out, that ultimate goal was robotics. Google’s next 
biggest adventure will probably bring robots closer to you, however, in 
which particular way isn’t yet known.<br />

“I have a history of making my hobbies into a career” Andy Rubin told
 the New York Times. “This is the world’s greatest job. Being an 
engineer and a tinkerer, you start thinking about what you would want to
 build for yourself.<br />

“Like any moonshot, you have to think of time as a factor. We need enough runway and a 10-year vision.”<br />

“I am excited about Andy Rubin’s next project,” CEO Larry Page wrote 
in his Google Plus account. “His last big bet, Android, started off as a
 crazy idea that ended up putting a supercomputer in hundreds of 
millions of pockets. It is still very early days for this, but I can’t 
wait to see the progress.”<br />

It is being guessed that that goal is in refining the process of 
manufacturing but with them, you never know. Google has already brought 
as many as seven companies in Japan and the USA to help it in pursuing 
its passion.<br />

Not much is known regarding the project other than that. With Glass 
and driver-less cars Google may have been able to explore some niche and
 uncommon ideas but its biggest gift to the humanity might eventually 
come in the form of robots.</div>

As part of its continued commitment to deliver innovative 
technologies along with premium design, Samsung yesterday announced new 
color editions of the Galaxy Note 3. <br />

The Galaxy Note 3, <a href="http://rexhacker.blogspot.com/2013/10/samsung-along-with-ufone-launches.html" target="_blank">which launched in September</a>,
 now comes with Rose Gold White and Rose Gold Black accents and Merlot 
Red option, in addition to the Jet Black, Classic White and Blush Pink 
options already available to consumers.

The new editions of Galaxy Note 3 integrate touches of premium 
Rose Gold finishes to its Jet Black and Classic White devices for a 
distinct and refined design. Both editions complement the iconic Rose 
Gold Galaxy Gear to provide users with a truly integrated and stylish 
Galaxy experience.

mobile devices as an extension of their personal style, and Samsung is 
committed to delivering fresh ways for consumers to express themselves,”

Wateen and Qubee have decided to merge operations to re-energize the 
wireless broadband market, said a press statement issued by both 
companies.<br />

Merger plan, which is subject to necessary authority approvals from 
PTA and CCP, is announced along with planned investments of more than 
US$25 million for the improvement and expansion in coverage of the 
combined network of both companies.<br />

The agreement will see Wateen and Qubee forming the second largest 
broadband service provider in Pakistan, with over 200,000 subscribers.<br />

Not to forget, <a href="http://rexhacker.blogspot.com/2013/12/mobilink-infinity-plans-to-wrap-up.html" target="_blank">Mobilink Inifinity handed over its customers to Qubee</a> last week to exit the WiMAX market.<br />

After the transaction, Wateen/Qubee and wi-tribe will become only two WiMAX operators in the industry.<br />

Statement from merging companies said that their network upgrade will
 make the operation a best in class high speed broadband network with 
the phased upgrade to 4G LTE (Long Term Evolution) technology that will

The new business also intends to make investments available to 
introduce innovative value added services and devices to improve 
broadband penetration in Pakistan.<br />

Speaking on the occasion, Naeem Zamindar, CEO of Wateen Telecom 
stated “We are confident that the formation of the new broadband 
business will usher in a new era of collaboration for the broadband 
industry and leap-frog the challenges in its aim to provide access to 
high-speed 4G data, seamless connectivity and cutting edge digital 
services for the people of Pakistan.”<br />

Jamal Nasir Khan, CEO of Augere’s business in Pakistan said, “We are 
delighted to announce the formation of this new stronger broadband 
business in Pakistan. We believe that the combined business will be able
 to better serve customers by providing high capacity affordable 
broadband connections which will drive up penetration in Pakistan, 
allowing an ever larger number of people to join the digital community

The transaction is subject to the requisite corporate, regulatory and
 governmental approvals, and is targeted to be completed within the

Ufone announced today the re-appointment of Asher Yaqub Khan as CCO 
Ufone Pakistan. Asher will replace Salman Wassay who served as CCO Ufone

Etisalat-Warid Deal Raises Socio-Economic and National Concerns

Possible Etisalat-Warid deal – which is nearing its announcement – 
has raised various national concerns, while government authorities have 
already started to evaluate the socio-economic impacts of the outcome.<br />

Federal government has speeded-up its homework to look at <a href="http://rexhacker.blogspot.com/2013/11/pakistan-may-block-etisalat-warid-deal.html" target="_blank">options for halting the deal</a>
 to get maximum payout out of outstanding $800 million from Etisalat 
that it owes against 26 percent stakes purchase in PTCL back in 2005.<br />

Besides government, Competition Commission of Pakistan and Security 
and Exchange Commission of Pakistan is also actively monitoring the 
situation.<br />

CCP is considering to question both the parties, if deal goes 
through, about possible monopolization of cellular and data services. 
Apparently, cross-subsidiary cartelization is possible especially when 
PTCL has over 2 million broadband subscribers, 3.5 million landline 
customers and Ufone-Warid will have over 35 million cellular 
subscribers.<br />

As mentioned above, deal may also face hurdles during the second 
phase of evaluation by CCP because of Etisalat defaulting on payment to 
Government of Pakistan.<br />

It merits mentioning here that anyone from public can get to 
Competition Commission of Pakistan with their concerns over the deal.<br />

SECP is more concerned about Warid’s liabilities. While they will be 
taken care of by Etisalat – if acquired – SECP understands that 
Etisalat’s reputation, given the track records, for clearing liabilities
 isn’t very impressive.<br />

Experts say that the deal, if goes successful, may not turn out well 
for Pakistan’s economy in the long run. For example, down the line, both
 Ufone and Warid will have to merge their operations resulting into 
fewer work-force requirements and hence the layoffs.<br />

Not only that the merged company will get rid of extra resources but 
will also free-up a telecom license that pays Government around $294 
million in fee every 15 years or $20 million a year.<br />

Moreover, if bought, Warid will no longer require 3G license which it
 must get otherwise — not initially maybe but certainly in 2-3 years 
from now — for which they will have to meet the price of successful 
bidding value.<br />

While understanding the fact that government will have to safeguard 
the investors’ interest, Dhabi Group in this case, it can not give a 
green signal to a transaction that may cause huge social impacts.<br />

Only time will tell government’s position on the matter, for which – according to sources – we won’t have to wait for long now.</div>
